*Says centralised system has failed
Former Cross River state governor and presidential candidate of Peoples Redemption Party, PRP, Donald Duke, has called for the establishment of state and local government police, saying Nigeria’s highly centralised security system cannot effectively confront terrorism, banditry, kidnapping and other violent crimes across the country.
He said the country must localise policing because effective security depended more on intelligence gathered within communities than on the deployment of armed personnel after crimes had occurred.
